Hydraulic Fluid in Remote Fill

I found the remote fill after taking off the windshield. My steering is working normally. I was trying to follow maintenance guidelines.
There is a mesh vinyl tubing from the vent plug to the helm pump.
It's completely empty.
Do I need to add fluid to it's top or leave it be?
There is absolutely no instructions in the manual about what to do with the remote fill, only the front mount cylinder on the steering column.

Not sure which steering you have but you should be able to find instructions online. My reservoir is filled.
