It means you posted a fishing report, the color of the star gives an idea of how many reports you have posted.

Purple Star: 1 or more fishing reports submitted

Green Star: 10 or more fishing reports submitted

Light Blue Star: 25 or more fishing reports submitted

Dark Blue Star: 50 or more fishing reports submitted

Red Star: 100 or more fishing reports submitted

Black Star: 200 or more fishing reports submitted
