i have a 2022 tracker targa v 19 wt tournament edition when i start to reach speeds of around 35-40 mph or 3-4000 rpms water starts to flood the transom area of the boat does any one else have this problem and if so what did you do about it.

Sounds to me like you have the motor tilted,trimed too high so your stern is lower than the water level and you are driving it like a wakeboard boat which has a higher transom. Lower your motor trim so you plane even.
 
Is it just coming over the transom on one side of the engine more than the other. A transducer set too low can cause splash back that will come up and over the transom as well so check that.
