Jack Plate Sealant Question

What is a good sealant to use while mounting your jack plate? I have heard 3M 5200 is a NO..NO because it cures like cement. For you guy's that have mounted a jack plate what would you recommend?

Sillycone, the underwater type. I can't remember the number but it's 3M 5400 I think, it's in the blue tube
