There is torque from the prop on a outboard motor. With steering cables you can feel the torque from the motor pulling against the cables. With hydraulic steering it relives the torque from the motor through the steering. Some motors have trim tabs to help reduce the torque. Most generally once the motor is trimmed up some the torque goes away, this will also usually level up the boat some also.
 
Definitely you're on the right track with the torque trim tab adjustment but also look into setting the prop at the right height below the transom, and the correct prop for the motor/hull combination.
 
Is this what you are talking about? Mine is offset and not straight. How is it adjusted?
