I bought a 1996 190 nitro with a blown mercury engine. I have a 86 johnson 150 I'm going to swap out. Can I use the mercury controls & gauges?

No to the controls and yes/no on the gauges. Trim won't work, tach will have to be reset most likely to match the johnson. If the johnson controls you get doesn't have the trim harness with it, then you'll have to get it to along with a new trim gauge for Johnson/Evinrude motors. Look at the settings on the tach and see what its set to - most likely 6 or 6p (depending on gauge). I believer that Johnson has a 12 pole alternator (stator) then the tach setting will also be 6 so you may be good to go.
