Okay, got to work on the boat some this weekend. Took out the oil reservoir mechanism and checked it over. That was not the problem. With it out, and the washer not engaging the trip mechanism, it still came on - 'some'.
I'm leaning towards a moisture/buzzer problem. I really can't think of any alarm that would be going off as soon as you turn on the key. This is when the motor is not turning/running/stone cold.
Right now, it faintly comes on, and within about 15-20 seconds slowly dwindles down to a faint whimper, then stops.
I did find some DampRid, and put two canisters under the cover yesterday afternoon. I'll probably take the boat to a mechanic after the season ends next month, and have him take a look at some other smaller problems at the same time (tach has quit working). May have him do a tune up also.
