Pitot tube could be clogged, actual speedometer gauge could be bad, could be not not hooked up, etc.



Look under the console at the back of the speedo. Pull the tube off and try blowing air back through it. If you are unable to blow air through it, use a small drill bit (turn drill bit by hand...DO NOT use a drill motor) and turn it in the end of the tube at the motor. If the tube is clogged, it should "grab" whatever it is in the tube and pull it out.



FWIW though, speedometers in boats are notoriously bad for being inaccurate. If you really want a "speedometer" use a GPS (fishfinder or handheld).
 
When Scott references the pitot tube what he is talking about is the pickup down on the front of motor foot. I hit wood at least once a yr and have to clean this inlet out. Use a drill bit smaller than the hole but do NOT use it in a drill. Hand turn it, usually it is rotten wood that comes right out if this is the issue. After that look for clogs or line restrictions, and lastly the gauge. And yes it is not accurate but worthwhile.
