Need help with instrument panel

I have a 1995 Nitro 170-DC Tracker boat with some items on the instrument panel which I cannot identify. See attached picture. What are those two things to the left of the horn and nav lights? They are covered with a soft plastic material that can be pressed and squished, but when I do so nothing happens. I looked behind the instrument panel and there are small electrical devices behind those buttons. Please help me figure out what they do. Thank you!

I believe they may be circuit breakers. Push to reset ?
