more info on the A/C problem

In addition to the A/C problem I stated in the earlier post there's something else that might be an indicator to the source of the problem I'm having.

When I turn on the A/C, it doesn't blow out of the vents that face me. It seems to only blow out the bottom ones even though I have it turned to the front and bottom vents. Then if I turn the heat control (rotary switch) to hot air, it then blows out these front vents. Then I can turn the temp control rotary switch back to cool and it seems to stay blowing from both. However, it still is not blowing cool enough air. The system is definitely charged. It will only blow about 62 degree air while I'm driving. Then outside air temp when idle. It's a 99 Ram van 1500, 5.9
