Carpet adhesive

I found some trailer fenders, at Tractor Supply, that will work...they have a back on them that I can carpet....any suggestions on a submersible adhesive for the carpet?

They do make marine carpet adhesive.

3M 77 spray adhesive. Good stuff for carpet sticking, wet or dry. Just another opinion. Home Depot has it.

Menards has carpet glue used for outdoor carpet works good. Cheap!
